Meanwhile, in the USA, about the only way to fail your driver’s test is to show up dead.
I have a friend who used to live in SoCal. She went for a learner’s licence at the DMV and they gave her a full license instead.

In Germany we have similar staff* but much more relaxed.
I think if you fail a test more than 10 times especially the practical you should be banned for a few years, as if you pass on a fluke you’re still a danger on the road especially if 9 other examiners thought you were not satisfactory
(Read in Russian accent) In Romania, you can fail too. But then you pay and all is good. Or you don’t even have to go to driving school or show up at the test. You pay someone and also *pay someone else and then you only have to pick up license.
Of course that’s not a generality, but there was a time when things had gotten out of hand beyond ridiculous :)))
In Mexico, you just pay like 100 bucks to the guy that is applying the exam to you and you get your license without doing anything lol
$25 for a theory test, wow, in Canada I just went to the registry paid $10 scored 98% then got my Learners.

Here in Puerto Rico, the driving test is a joke. (Well, the whole government is. That is why we are facing a 70 billion dollar debt). I turned 16 and immediately wanted to take my learner’s permit (Category 1, valid to drive only with a Category 3 or higher driver in the passenger seat). 6 months later, I would be eligible for a Category 3 license, which is a full normal one. Had to wait from April 1st until December 30th to take it (because my dad was being dad). All you have to do to pass the learner’s permit test is to memorize a page saying really basic stuff like “What does a red light mean?” or “What to do on a Stop sigh?” and then take a 8 question test. After, getting the learner’s permit I had to wait 1 year and 2 months (again, dad being dad). My dad insisted to take a driving school class before the driving test. I was confused as to why I have to go through all this? I already knew how to drive since I was 12. Even the teacher saw that it was unnecessary. After just 10 minutes in the driver’s seat, she said I passed the course. Fast forward to my test date, the examiner hopped in the car and told me to go around the test course. She immediately called someone on her cellphone to gossip! And it went on 15 minutes after the course was completed. I was solid sure I scored perfect. However, she just ticked random boxes and added the total to 72 (minimum to pass is 70). I was shocked! After the testing was done, the driving school teacher came back with tripletas (big subs with three meats plus salad and stuff) and big 64oz orange juices for every examiner there. Yes, they were bribed. All but one passed the test in our group. After coming home to my parents’ house, I told my dad what happened. He laughed and said “You didn’t know?! That’s how the testing works! One will always fail and the rest pass”. The teacher has been in business for over 30 years. Literary, everyone in my town has their license thanks to her. Also, that happens in each of every municipality in Puerto Rico. All 78 of them. No wonder everyone drives horribly, crashes are as common as taxes. Hell, there are 8 million registered vehicles and population is roughly 4 million!
TL;DR - The system is flawed.
Statistically, we in the North are 2000x better at driving than anyone else on Earth.
