There are plenty OBD2s such as the ELM327 that can connect via wifi or bluetooth to your smartphone or computer
Autozone will tell you the code and what it means for free
Thats not a check engine light, its just a service light to remind you to do some kind of service on your car, check your owners manual and find the service that matches the mileage on your car
