Register the vehicle in Arizona =P
In all seriousness, CARB stands for California Air Resources Board, which is a regulator board not an actual law, as far as I know. Is there a specific requirement you have having trouble with?

This thing where you have to have a CARB E.O. number for afteramarket parts that has to do with emissions.

Register it in AZ. People normally travel to Cali from AZ. Cops won’t bat an eye.

Have a tune for power and a tune for emissions. Run the lowest power for emissions and make it a little rich. Water injection helps, and e85 can reduce a little.

Register your car as a classic? If your car is 15 years or older (i think that’s how old it has to be). If your car is that old and yoy register it as that then apparently you don’t have to meet emissions…i don’t know if that’s true in cali though…
