My PC specs are: Processor: Amd A8-5500 APU with Radeon HD graphics 3.20 GHz RAM: 9,46 GB 64-bit I dont know much about computers, but it this good enough to run most racing games?

Get a dedicated graphics card
I have a 64-bit, 4gb ram, 500gb hard drive, Laptop… Games run really well though! Especially now with the Windows 10 upgrade. The games run a lot smoother now.
APU’s don’t have a potential for gaming on ultra, they’re mostly made for budget systems in office situations or light gaming. If you could snatch a R9 270 (I’d reccomend Gigabyte) + a Hyper 212 EVO CPU cooler (becouse those CPU’s run hot) you could be looking at playing Project Cars, only on the lowest settings possible.
Get a dedicated radeon videocard like an r7 370 that way you get dual graphics mode with your apu, you don’t need more than that to run any game on medium to high settings at 1080p with 60 fps
