Colloquially "Rice" means "distastefully modified." It's actual DEFINITION is (Race Inspired Cosmetic Enhancement) i.e graphics, body kits, canards, interior strip out, etc. A Riced car is simply a race car for the street. (Or at least looks like one)

Since the idea of R.I.C.E. applies to those two civics, how ‘bout lets hear how it sounds.
Because that crosses over into a Tuner, A Tuner can be a Ricer or a DUB or really anything that involves modifying the drivetrain.
Rice is all about cosmetics, the yellow one looks like it belongs on a race track, it looks like a race car (remember Rice stands for RACE INSPIRED cosmetic enhancement.) The red car looks like a Show Car, or a DUB. It has no Race inspired graphics, aero, or interior. The scissor doors especially disqualify it as rice, no track marshal would allow it to race because scissor doors are impossible to open in a roll-over.
